A browser with amnesia

The users chosen languages, or the only language they know, dont matter. They must read I the language of country they live. Thats what Chrome believes. Yea, yea, you can change the preferences, but they remain valid until first cache flash out. Why cant Chrome use the language indicated in the profile instead of torturing users penning issue mentioned zillions of times over the internet regarding the flaw in the browser so user unfriendly? Do use the language user tells you to use in the profile.
